HOURS OF WORK: PERMANENT, FULL-TIME (35 HOURS/WEEK)
REPORTS TO: DIRECTOR OF PROGRAMS & SERVICES
WAGE RANGE: STARTING AT $100,000 & UP, ANNUAL SALARY

SȾÁUTW̱ First Nation is seeking a strategic and culturally grounded leader to serve as the Director of Employment and Income Supports. This position provides leadership and oversight for employment, training, and income assistance programs that support SȾÁUTW̱ members in achieving economic stability, workforce participation, and long-term self-sufficiency. The Director is responsible for the operational leadership of the Employment and Income Supports division, ensuring programs are delivered efficiently, equitably, and in alignment with community values, governance priorities, funding agreements, and legislative requirements. Through responsive employment programming, workforce development initiatives, and income assistance services, the Director will advance a coordinated approach that strengthens employment pathways, builds skills, and supports the financial well-being of members. As a member of the senior leadership team, the Director contributes to strategic planning, financial stewardship, and organizational excellence while promoting culturally informed, member-centered service delivery.

KEY RESPONSIBILITIES

Strategic & Operational Leadership

  • Provide strategic oversight of employment and income assistance systems, processes, and service infrastructure.
  • Lead the development, implementation, and continuous improvement of policies, procedures, and program guidelines.
  • Ensure effective service delivery systems including intake processes, case management protocols, and participant support frameworks.
  • Oversee records management, privacy compliance, and information management systems.
  • Ensure programs operate in full compliance with federal and provincial legislation, Indigenous Services Canada (ISC) Income Assistance policies, funding agreements, and Nation governance requirements.
  • Establish internal controls and quality assurance processes to promote transparency, accountability, and service excellence.
  • Strengthen administrative and data systems to support accurate reporting, program evaluation, and funding compliance.

Operational Planning & Service Delivery

  • Translate the Nation’s strategic priorities and annual operational plan into departmental deliverables and measurable outcomes.
  • Lead the planning, implementation, and evaluation of programs including:
    • Income Assistance (in accordance with ISC Income Assistance policies)
    • Employment readiness and job placement services
    • Skills training and workforce development initiatives
    • Youth employment and transitional supports
    • Barriers-to-employment programming
    • Financial literacy and life skills programming
  • Ensure services are delivered in a consistent, fair, and culturally respectful manner.
  • Identify opportunities for program innovation and service improvement.
  • Lead quarterly operational reviews to assess program performance, expenditures, and community impact.
  • Identify emerging employment trends and funding opportunities.
  • Develop partnerships with employers, training institutions, government agencies, and regional organizations to expand employment opportunities for members.
  • Participate in cross-departmental leadership meetings to strengthen coordinated service delivery across the Nation.

Financial Management & Accountability

  • Oversight and Management of Programs budgeting, financial planning, and expenditures.
  • Assists in the development annual budgets, quarterly forecasts, and spending plans.
  • Prepares reports and ensures compliance with the SȾÁUTW̱First Nation Financial Administration Law, financial policies, and funding agreements.
  • Monitor budgets and implement corrective measures to achieve financial targets where necessary.
  • Support funding applications, grant proposals, and required reporting to funders.
  • Contribute to SȾÁUTW̱First Nation’s annual budgeting process and long-term financial sustainability planning.

Program Policy Development

  • Supports the development and implementation of policies, procedures, and operational standards that strengthen service delivery and compliance.
  • Ensure operations adhere to applicable federal and provincial legislation and regulatory frameworks.
  • Support culturally informed policy implementation and governance best practices.

Leadership & Team Development

  • Lead recruitment, onboarding, retention and succession planning for division.
  • Mentor, coach, and support program staff
  • Promote a collaborative, culturally safe, and trauma-informed work environment.
  • Support recruitment, workforce planning, succession planning, and staff development initiatives.
  • Apply change management principles to support organizational growth and evolving priorities.
  • Champion culturally grounded leadership frameworks and a positive, respectful workplace culture.

Community Engagement & Communications

  • Lead community engagement initiatives that promote awareness and accessibility of employment and income support programs.
  • Coordinate community information sessions and outreach initiatives.
  • Ensure communications are clear, respectful, and culturally appropriate.
  • Gather community feedback to support service improvements and program design.
  • Work collaboratively with other Nation departments to ensure holistic member supports.

EDUCATION & EXPERIENCE

  • Education in Business Administration, Social Work, Public Administration, Human Services, or a related field relevant to the role.
  • Minimum of five (5) years of progressive leadership experience in employment services, workforce development, income assistance or community based programming.
  • Minimum of five (5) years’ experience managing, directing, and leading staff in a supervisory capacity.
  • Demonstrated experience in program development, operational planning, policy implementation, and community engagement.
  • Strong knowledge of relevant federal and provincial legislation, regulatory frameworks, and funding agreements impacting employment and income programming.
  • Experience preparing written reports, funding proposals, policy documents, presentations, and compliance reports in accordance with organizational and regulatory requirements.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Valid BC Driver’s License.
  • Must provide a clear Criminal Record Check, including Vulnerable Sector screening.
  • An equivalent combination of education, training, and experience may be considered

WORKING CONDITIONS

  • Office-based with use of standard office equipment
  • Occasional travel for meetings and events
  • Occasional evening or weekend work to meet community and organizational needs
